<br />MovingAhead Investment Package Alternatives May 2019 <br /> Supplemental Refinement Report 41 <br />Appendix A: Project Background <br />For more than 2 decades, the Eugene-Springfield region has identified and implemented improved <br />transit strategies and programs. In that time, the region has advanced its vision for multimodal corridors, <br />completing several projects that included a coordinated set of bicycle, pedestrian and transit <br />improvements. These investments have focused on cost effective measures to provide a safe, reliable, <br />and well-connected transit system supporting the region’s land use and transportation goals. LTD was <br />among the nation’s first transit agencies to implement BRT as a preferred transit strategy. Over time, <br />the BRT concept has progressed in meeting the region’s changing needs. The concept of a Frequent <br />Transit Network (FTN) has been adopted into LTD’s Long-Range Transit Plan. A new transit mode <br />(Enhanced Corridor) has evolved to bridge the gap between BRT and fixed-route service. <br />Purpose and Need, Goals and Objectives <br />The MovingAhead project’s Purpose and Need, and Goals and Objectives were reviewed by the Eugene <br />City Council and LTD Board of Directors on May 11, 2015 and referred back to the MovingAhead <br />Oversight Committee for approval on June 29, 2015. The project’s statement of Purpose and Need, and <br />Goals and Objectives have been used to guide project evaluations and decisions. <br />Purpose and Need Statement <br />The purpose of the MovingAhead project is to: <br />• Develop a Capital Improvements Program that forecasts and matches projected revenues and <br />capital needs over a 10-year period. <br />o Balance desired multimodal transit corridor improvements with the community’s financial <br />resources. <br />o Ensure the timely and coordinated construction of multimodal transit corridor infrastructure. <br />o Eliminate unanticipated, poorly planned, or unnecessary capital expenditures. <br />• Identify the most economical means of financing multimodal transit corridor capital <br />improvements. <br />• Establish partnerships between LTD, the City, and other local agencies that prioritize multimodal <br />transit infrastructure needs and promote interagency cooperation. <br />• Ensure that multimodal transit corridor investments are consistent with local comprehensive <br />land use and transportation plans and are supported by community members in the corridor. <br />The need for the MovingAhead project is based on the following factors: <br />• LTD’s and the region’s commitment to implementing the region’s vision for BRT in the next 20 <br />years consistent with the Regional Transportation Plan (RTP) that provide the best level of <br />transit service in a cost effective and sustainable manner. <br />• Need for streamlined environmental reviews to leverage system-wide analysis. <br />July 15, 2019, Joint Work Session – Item1
