<br />MovingAhead Investment Package Alternatives May 2019 <br /> Supplemental Refinement Report 43 <br />Objective 3.7: Improve transit operations in a manner that is mutually beneficial to vehicular traffic <br />flow for emergency service vehicles <br />Fatal Flaw Screening 2015 <br />The project team conducted a fatal flaw screening in February 2015 to identify which of the 10 corridors <br />should not move forward to the Level 1 Screening Evaluation (Table A-1). This high-level evaluation used <br />criteria based on MovingAhead’s Purpose, Need, Goals, and Objectives (LTD, 2015, Amended 2015, June) <br />and existing data to determine which corridors were not ready for capital investment in BRT or <br />multimodal infrastructure in the next 10 years. The screening was conducted with local, regional, and <br />state agency staff. Of the 10 corridors identified, the following 3 corridors were not advanced from the <br />fatal flaw screening to the Level 1 Screening Evaluation: 18th Avenue, Bob Straub Parkway, and Randy <br />Papé Beltline Highway. Table A-1 shows the results of the fatal flaw screening. <br />Although originally advanced from the fatal flaw screening, the Main Street-McVay Highway Corridor <br />was also not advanced to the Level 1 Screening Evaluation because the Springfield City Council (on <br />May 18, 2015) and LTD Board of Directors (on May 20, 2015) determined that the corridor is ready to <br />advance to a study to select a locally preferred transit solution ahead of the MovingAhead Project <br />schedule. Subsequent to that decision, in summer 2016, the City of Springfield received an award from <br />the Oregon Department of Transportation allowing the City to focus on ways to improve the safety of <br />the Main Street.
