<br /> <br />July 17, 2019, Work Session – Item 1 <br /> <br />Attachment A <br /> <br />TAC Implementation $1.9 Million Recommendations <br />Public Low-Barrier Shelter ($836,000) <br />Establish a public low-barrier shelter. In exploring options for shelter development, staff prioritized <br />security, durability, operational flexibility and speed of construction. With these factors in mind, staff <br />recommend the acquisition of a 60 x 75 sprung structure to be erected as soon as an appropriate site <br />can be identified. <br />Strategic Initiatives Manager ($525,000) <br />Hire a Strategic Initiatives Manager (SIM) to leverage existing public efforts related to housing and <br />supportive services development by linking these efforts to growing concern across sectors of our <br />community. Broadening who contributes to addressing homelessness will be a primary task for this <br />Manager as S/he works across boundaries to conceptualize a shared vision within which organizations <br />and people recognize a role for themselves and are empowered to act. <br />Mobile Outreach Team ($200,000) <br />Pilot a mobile outreach team that can consolidate Outreach, Diversion, Case Management and System <br />Navigation services within small team(s) able to engage with people experiencing homelessness where <br />they are. Learning from this pilot program can then be incorporated into contracts and requests for <br />proposals from social service providers in implementation years 2 and 3 as appropriate. <br />Pilot Landlord Engagement Program ($60,000) <br />Pilot a Landlord Engagement program that incentivizes private sector landlords to join the community <br />effort to reduce homelessness. Programs like sign-up and/or roll-over bonuses that complement <br />existing mitigation funding could help entice private sector landlords to add their properties to our <br />community’s supportive housing inventory. <br />Reserve/Contingency Fund ($279,000) <br />Establish a reserve (contingency) fund to respond to emergent needs and opportunities in support of <br />homeless shelter and services. <br />. <br /> <br />
