<br />ORDINANCE NO. 20375 <br /> <br />AN ORDINANCE PROHIBITING EXTREME FIGHTING; ADDING <br />SECTION 4.740 TO THE EUGENE CODE, 1971; AND AMENDING <br />SECTION 4.990 OF THAT CODE. <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br />Section 1. Section 4.740 is added to the Eugene Code, 1971, to provide: <br /> <br />4.740 Extreme Fiahtina - Prohibited. <br />(1) No person shall engage in, participate in, promote, or facilitate extreme <br />fighting within the city. <br />(2) As used in this section: <br />(a) "Extreme fighting" includes any amateur match, competition, or <br />exhibition that combines elements of boxing, wrestling and martial <br />arts, except for a match, competition or exhibition in which the <br />participants and the promoter, if any, comply with and enforce rules <br />adopted by the city manager to: <br />1. Ensure participants will be matched with others of comparable <br />skill, experience and weight; <br />2. Impose limitations on the use of blows or maneuvers that may <br />cause serious physical injury; <br />3. Promote the safety and fairness of the event; <br />4. Require that either the promoter or the participant provide <br />proof of medical insurance for short-term and long-term care <br />for any serious physical injury that a participant suffers during <br />a match, competition or exhibition; <br />5. Require on-scene medical personnel with at least paramedic <br />rating or equivalent training; <br />6. Impose limitations on attendance by minors without consent of <br />parent or guardian; and <br />7. Prohibit participation by minors. <br />(b) An "amateur match, competition or exhibition" is one where one or <br />more of the participants is not licensed as a professional boxer or <br />wrestler by the State of Oregon. <br />(c) "Serious physical injury" has the meaning given in ORS 161.015(8). <br />(d) "Facilitate" means to arrange for or to enable; it includes but is not <br />limited to making a room, arena, or any other facility or space <br />available where participants engage in extreme fighting that may be <br />witnessed by other members of the public, whether a fee to attend <br />or view is paid or not. <br /> <br />Ordinance - 1 <br />
