<br />RELATED CITY POLICIES <br />Eugene City Code primarily addresses noise disturbances through standards in Chapter 4 (Offenses), <br />largely administered by the Eugene Police Department. Among the activities and related noises that are <br />regulated are idling engines, building construction, amplified music and dog-barking. <br /> <br />Although reducing noise pollution has not been identified as a recent goal or strategic priority by the <br /> <br />City Council, livability is a key concept in numerous policies. In June 2005, theCity Council adopted a <br />goals and vision statement that included the following principle: Preserve our physical assets and <br />natural resources. We will sustain our pristine water, clean air, beautiful parks and open spaces, livable <br />and safe neighborhoods, and foster a vibrant downtown, including a stable infrastructure. <br /> <br />The Growth Management Policies also highlight livability: Increase density of new housing <br />development while maintaining the character and livability of individual neighborhoods. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />After receiving public testimony, the City Council may choose to: <br /> <br />1.Take no action at this time. <br /> <br />2.Approve the ordinance as proposed. <br /> <br />3.Approve an amended ordinance reflecting public input and council deliberations. <br /> <br />4.Defer action to provide opportunity for additional research and discussion. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends adoption of the proposed ordinance. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />No motion is suggested; this is a public hearing only. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
