The following section is excerpted from the City?s Financial Management Goals and Policies for reference <br />by the Citizen?s Budget Subcommittee in their work on the transportation funding project. The Financial <br />Management Goals and Policies provide the framework and direction for financial planning and decision <br />making by the City Council, City Boards, Commissions and Committees, and City staff. They are <br />designed to ensure the financial integrity of the City and a service delivery system that addresses the <br />needs and desires of Eugene?s citizens. Financial Management Goals and Policies were last amended <br />by the Eugene City Council in April 2000. <br />Financial Management Goals <br />To have a capital improvement program that adequately maintains and enhances the <br />Goal II: <br />public?s assets over their useful life. <br />Financial Management Policies <br />A:Resource Planning and Allocation Policies <br />Policy A.4 <br />(Service Priorities) <br />. <br />Operating and Capital Budgets which reflect Council adopted service levels, will be prepared <br />by the City Manager and reviewed by the Budget Committee consistent with the following <br />municipal service priorities... <br />b.Service Level 2 <br />. Maintain and replace the City's fixed assets, which includes <br />equipment, infrastructure and facilities so as to optimize their life. <br />Policy A.5(Operating and Capital Budgets) <br />. <br />The relationship between the Operating and Capital Budgets will be explicitlyrecognized and <br />incorporated into the budget process. Funding for the Operating and Capital Budgets shall <br />be sufficient to provide for operating services and maintenance or enhancement of fixed <br />assets needed to support City services. <br />B:Accounting and Financial Practices Policies <br />Policy B.9 <br />(Non-Dedicated Revenues) <br />. <br />With the exception of grants or earmarked donations, the City will not normally earmark <br />revenue for specific public purposes in general service funds such as the General Fund. <br />G4 <br />
