Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />greatest extent possible in areas that are or can be well served by mass <br />transit,paratransit,and foot and bicycle paths. <br />J.8 Commercial,residential,and recreational land uses shall be integrated to the <br />greatest extent possible,balanced with all planning policies to reduce travel <br />distances,optimize reuse of waste heat,and optimize potential on-site energy <br />generation. <br />The Downtown Riverfront Concept Plan establishes the framework for a vibrant,active,pedestrian- <br />oriented mixed-use redevelopment.Form based development standards and transportation system <br />standards in the proposed S-DR Zone (Exhibit A),as amended,implement Nodal Development and <br />Transit-oriented Development principles.The subject site is located within walking distance to the <br />downtown core and the 5th Street commercial corridor,as well as LTD transit routes and the Amtrak <br />rail station.On-site circulation patterns and public amenities along the riverfront are designed to <br />promote pedestrian and bicycle activities.Therefore,the proposed amendments and zone change are <br />consistent with Metro Plan Policies J.7 and J.8. <br />The preceding findings demonstrate that the proposed amendments and zone change are consistent <br />with all applicable Metro Plan policies.As such,approval of the proposal does not make the Metro <br />Plan internally inconsistent.The findings under EC 9.8424 demonstrate that the proposed code <br />amendments are also consistent with applicable refinement plans and are incorporated by reference <br />herein.This criterion is satisfied. <br />(3)In the case of establishment of a special area zone,is consistent with EC <br />9.3020 Criteria for Establishment of an S Special Area Zone. <br />The proposal does not involve the establishment of a new special area zone.Therefore,this criterion <br />is not applicable. <br />Based on the above findings,and supporting documentation in Exhibit A:Code Amendments,the code <br />amendments are consistent with applicable approval criteria. <br />City of Eugene FINAL SUBMITTAL 38July 22, 2019, Work Session – Item 3
