Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />0.25.The "openness ratio"is the cross-sectional area of the passage <br />area under or within the structure divided by the length of the stream <br />segment it crosses over.For a box culvert,the openness ratio shall be <br />(height x width)/length. <br />(d)Culverts shall not substantially increase or decrease water depth or flow <br />rate conditions upstream or downstream from the culvert. <br />(e)The lower lip of all culverts shall meet the stream or channel bed at or <br />below grade. <br />(f)Culverts shall be the minimum length practicable,and fill on top of the <br />culvert shall have the minimum footprint practicable. <br />The proposal does not involve stream or channel crossings within the /WR conservation area. <br />Therefore,this standard does not apply. <br />(11)Interpretive Facilities.Within the /WR conservation area,boardwalks, <br />viewing platforms,interpretive information kiosks,trail and interpretive <br />signs shall be constructed in a manner that involves the least removal of <br />native vegetation practicable.Signs shall be no more than 5 feet tall,and 16 <br />square feet per face in surface area,except for signs intended to be read from <br />moving automobiles,such as site entrance signs,which shall be no more than <br />8 feet tall and 32 square feet per face in surface area.Kiosks shall be no more <br />than 8 feet tall and 16 square feet per face in surface area.The number of <br />signs shall be the minimum necessary to accomplish project objectives. <br />As illustrated on Sheets WR 102.1 and WR 102.2,the majority of impervious surface are proposed for <br />construction outside of /WR conservation areas.The only features that extend into /WR conservation <br />areas are the 5th Avenue Overlook,the South Overlook near the Steam Plant,a portion of concreate <br />seat wall between the overlooks,an architectural shade structure,and small portions of the Ruth <br />Bascom Trail.The proposed extensions within /WR conservation areas are minimal and responsive to <br />the existing steep bank and non-native and invasive species vegetation along its extent. <br />The proposed overlooks as architectural shade structure function as viewing platforms and include <br />interpretive signs integrated with the facilities.Proposed signs will conform to the dimensional <br />standards noted above,as assured through review and approval of the Construction Permit for the <br />Riverfront Park project.The proposal does not include any signs intended to be read from moving <br />automobiles or kiosks within the /WR conservation area. <br />Therefore,this standard is met. <br />City of Eugene FINAL SUBMITTAL 97July 22, 2019, Work Session – Item 3
