Ordinance Exhibit DOrdinanceExhibitD DOWNTOWN RIVERFRONT LAND USE COMPONENTS CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 0.25.The "openness ratio"is the cross-sectional area of the passage area under or within the structure divided by the length of the stream segment it crosses over.For a box culvert,the openness ratio shall be (height x width)/length. (d)Culverts shall not substantially increase or decrease water depth or flow rate conditions upstream or downstream from the culvert. (e)The lower lip of all culverts shall meet the stream or channel bed at or below grade. (f)Culverts shall be the minimum length practicable,and fill on top of the culvert shall have the minimum footprint practicable. The proposal does not involve stream or channel crossings within the /WR conservation area. Therefore,this standard does not apply. (11)Interpretive Facilities.Within the /WR conservation area,boardwalks, viewing platforms,interpretive information kiosks,trail and interpretive signs shall be constructed in a manner that involves the least removal of native vegetation practicable.Signs shall be no more than 5 feet tall,and 16 square feet per face in surface area,except for signs intended to be read from moving automobiles,such as site entrance signs,which shall be no more than 8 feet tall and 32 square feet per face in surface area.Kiosks shall be no more than 8 feet tall and 16 square feet per face in surface area.The number of signs shall be the minimum necessary to accomplish project objectives. As illustrated on Sheets WR 102.1 and WR 102.2,the majority of impervious surface are proposed for construction outside of /WR conservation areas.The only features that extend into /WR conservation areas are the 5th Avenue Overlook,the South Overlook near the Steam Plant,a portion of concreate seat wall between the overlooks,an architectural shade structure,and small portions of the Ruth Bascom Trail.The proposed extensions within /WR conservation areas are minimal and responsive to the existing steep bank and non-native and invasive species vegetation along its extent. The proposed overlooks as architectural shade structure function as viewing platforms and include interpretive signs integrated with the facilities.Proposed signs will conform to the dimensional standards noted above,as assured through review and approval of the Construction Permit for the Riverfront Park project.The proposal does not include any signs intended to be read from moving automobiles or kiosks within the /WR conservation area.
