<br /> July 22, 2019, Work Session – Item 3 <br /> <br />the Downtown Riverfront Special Area Zone with Water Resource Conservation Overlay (S-DR/WR), within the area of the new riverfront park. <br />Willamette Greenway Permit (City File #WG 19-3): Allows future development within the Willamette Greenway that is consistent with the revised S-DR zone. <br /> <br />Tentative Subdivision (City File #ST 19-3): Approves a tentative subdivision plan to allow the creation of 17 new lots and rights-of way consistent with the revised S-DR zone; also includes conceptual designs for streets, accessways, and other infrastructure improvements necessary to serve the newly created lots. <br />Standards Review (City File #SDR 19-2): Approves the proposed design and construction of a new metropolitan riverfront park, including a new multi-use pathway, overlooks, riparian enhancement and a variety of other public riverfront amenities. <br />PLANNING COMMISSION RECOMMENDATION The Planning Commission unanimously recommends approval with four changes to the draft code language. A detailed summary of the recommended changes was provided to council in advance of the public hearing. The changes recommended by the Planning Commission are included in the ordinance at Attachment A. <br />CITY COUNCIL PUBLIC HEARING At the hearing on June 24, 2019, three speakers testified in support of the proposed adoption package. Council received one letter, also in support. No opposing testimony was received. <br /> <br /> <br />PREVIOUS COUNCIL DIRECTION July 9, 2018, Work Session Council initiated the land use code amendments and related land use application components to carry out implementation of the concept plan for redevelopment of the site. <br />RELATED CITY POLICIES Related City policies are addressed in the ordinance findings (see Attachment A, Exhibit D). <br />COUNCIL OPTIONS The City Council may: 1. Adopt the ordinance as proposed in Attachment A to this AIS. 2. Adopt the ordinance with specific modifications as determined by the City Council. 3. Take no action on the ordinance.
