<br />The Willamette River adjacent to the site is identified a Goal 5 Water Resource.The Willamette River,
<br />as a water resource,is protected by established protection provisions in the /WR Conservation overlay
<br />zone.Development standards and requirements in the proposed S-DR/CL Zone subdistrict,as
<br />amended (Exhibit A),will ensure enhancement of corridor and waterway environments.As such,the
<br />proposed amendments and zone change account for recreation,resource,and wildlife protection;and,
<br />promote enhancement of river corridor and waterway environments.
<br />The S-DR Zone is designed to facilitate a mixed-use development scenario.The stated purposes of the
<br />S-DR Zone (Exhibit A)are to implement Nodal Development and Transit-Oriented Development
<br />policies,which focus on reduced reliance on automobile transportation within designated areas.
<br />Design standards within the S-DR zone,as amended,are intended to foster an active,vibrant,people-
<br />oriented district and reduce reliance on automobile use.As noted above in findings for Metro Plan
<br />Policies A.22 through A.24,the proposal facilitates residential development and other compatible uses.
<br />As such,the proposed amendments and zone change support non-automobile transportation
<br />alternatives;and,facilitate opportunities for residential development and other compatible uses.
<br />Therefore,the proposed amendments and zone change are consistent with Metro Plan Policy D.2.
<br />D.3 Eugene,Springfield,and Lane County shall continue to cooperate in
<br />expanding water related parks and otherfacilities,where appropriate,that
<br />allow access to and enjoyment of river and waterway corridors.
<br />This policy is aimed at intergovernmental cooperation between Eugene,Springfield,and Lane County
<br />to expand parks and other facilities and public access opportunities.As it relates specifically to
<br />Eugene,the following findings are relevant to the proposal.As noted in the findings for Goal 8 under
<br />EC 9.8065(1),within the Parks and Recreation System Plan,a proposed Riverfront Park on the subject
<br />site is identified as Project #C1 "Downtown Riverfront Park development at former EWEB site to serve
<br />[the City Central Neighborhood Planning area]"in Appendix A Planning District Summaries and
<br />Recommendations.The Plan allocates $9,000,000 in capital cost to the project and identifies it as a
<br />Priority 1/2 project.
<br />In 2013,the City and EWEB entered into an MOU that stated that EWEB would donate 3-acres of
<br />riverfront property to City of Eugene Parks in exchange for a dedication of a funds for park
<br />development in the future.In 2018,the City officially took ownership of the Riverfront Park site from
<br />EWEB and finalized the concept design for the Riverfront Park.In addition to the original three acres,
<br />one additional acre of upland Park Plaza was added to the site as part of the redevelopment acreage to
<br />the west.
<br />As such the proposed amendments and zone change advance the City's role pursuant to the above
<br />policy.Therefore,the proposed amendments and zone change are consistent with Metro Plan Policy
<br />D.3
<br />D.5 New development that locates along river corridors and waterways shall be
<br />limited to uses that are compatible with the natural,scenic,and
<br />environmental qualities of those waterfeatures.
<br />The findings for Goal 8 under EC 9.8065(1)are incorporated by reference herein.Provisions of the S-
<br />DR/CL Zone subdistrict,as amended,will ensure compatibility with the natural,scenic,and
<br />environmental qualities of the Willamette River through the future development of high-quality public
<br />open space,recreation areas,and river overlooks.Therefore,the proposed amendments and zone
<br />change are consistent with Metro Plan Policy D.5.
