PASSED 6:0 <br /> <br />Councilor Semple closed the meeting of the Eugene City Council and opened a meeting of the Eugene <br />Urban Renewal Agency. <br />7. URA PUBLIC HEARING AND ACTION: A Resolution of the Urban Renewal Agency of the <br />City of Eugene Adopting the Budget; Making Appropriations, and Declaring the Amount <br />of Tax to be Certified for the Fiscal Year Beginning July 1, 2019 and Ending June 30, 2020. <br /> <br />• John Barofsky – discussed URA budget considerations and potential upcoming needs to be funded in URA including action on issues that have been dormant for many years; discussed other needs. <br /> <br />MOTION AND VOTE: Councilor Pryor, seconded by Councilor Zelenka, moved to approve Resolution 1090 of the Urban Renewal Agency of the City of Eugene adopting the budget, making appropriations and declaring the amount of tax to be certified for the fiscal year beginning July 1, 2019 and ending June 30, 2020. PASSED 6:0 <br /> <br />Councilor Semple closed the meeting of the Eugene Urban Renewal Agency and reopened the meeting <br />of the Eugene City Council. <br /> <br />8. PUBLIC HEARING: An Ordinance Concerning the Downtown Riverfront Land Use <br />Adoption Package (An Ordinance Amending the Whiteaker Plan; Repealing the EWEB <br />Downtown Riverfront Specific Area Plan; Amending Chapter 9 of the Eugene Code; <br />Amending the Eugene Zoning Map and Zoning Overlay Zone Map; Rescinding the <br />Willamette Greenway Permit Approved by Ordinance No. 20513 and Approving a New <br />Willamette Greenway permit; Approving a Tentative Subdivision; Approving A/WR <br />Water Resources Overlay Zone Standards Review; and Providing and Effective Date.) <br /> Councilors Pryor, Clark, Syrett, and Semple declared ex parte contacts, noting they would not affect their ability to make an unbiased decision. <br />• Tiffany Edwards (Planning Commission) - spoke about the commission’s process for considering quasi-judicial matters, including this land use adoption package. <br />• John Barofsky –expressed support for the ordinance; discussed commission’s process in considering land use adoption package, including community engagement processes. <br />• Michael Deluise (Downtown Neighborhood Association) - supported land use adoption package; expressed enthusiasm for Riverfront development plans; expressed appreciation for neighborhood and community involvement. <br />Councilor Semple reminded everyone that the work session on June 26 was cancelled.
