<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Appointment to Eugene Toxics Board <br /> <br />Meeting Date: January 22, 2007 Agenda Item Number: 2D <br />Department: City Manager’s Office Staff Contact: Mary <br />Walston <br /> <br />www.eugene-or.gov Contact Telephone Number: 682-5406 <br /> <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint an industry representative to the Toxics Board. <br /> <br /> <br />BACKGROUND <br />The Charter amendment creating the Toxics Board specifies that the board is to be composed of <br />three persons with a demonstrated record of advocacy, three persons employed by a business <br />required to report under the law and one person who is deemed “neutral.” <br /> <br />Last fall, shortly before the appointment decisions were made by the Mayor and City Council, the <br />business representative who had applied to be reappointed left his job and thus was no longer <br />eligible to serve on the Toxics Board. In response, staff to the Toxics Board conducted a <br />targeted recruitment to find candidates for the open business seat on the Toxics Board. The <br />recruitment yielded three candidates, each meeting the criteria to serve on the Toxics Board. <br /> <br />The applications for the three applicants were provided to the members of the City Council. The <br />councilors were asked to use “instant run off” voting to select a first, second, and third choice for <br />the seat on the Toxics Board. Instant run off voting is a method used to allocate votes until one <br />candidate receives a majority of the votes cast. The attachments to this summary provide the <br />results of the balloting for this position. <br /> <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br />1. Appoint the applicant who has been nominated; <br />2. Appoint other applicants from the pool, or <br />3.
