<br />2. The UGB shall lie along the outside edge of existing and planned rights-of-way that form <br />a portion of theUGB so that the full right-of-way is within the UGB. <br /> <br />3. Control of location, . timing, and fmancing of the major public investments that directly <br />influence the growth form of the metropolitan area shall be planned and coordinated on a <br />metropolitan-wide basis. <br /> <br />4. Lane County shall discourage urban development in urbanizable and rural areas and <br />encourage compact development of outlying communities. <br /> <br />5. To.. maintain the existing physical autonomy of the smaller outlying communities, urban <br />development on agricultural and mrallandsbeyond the UGB sh.all be restricted and <br />based on at least the following criteria: <br /> <br />a.Preservation and conservation of natural resources <br /> <br />b. Conformity with the policies and provisions of the Lane County Rural <br />Comprehensive Plan that borders the metropolitan. area. <br /> <br />c. Conformance with applicable mandatory statewide planning goals. <br /> <br />6. Outlying communities close'toSpringfield and Eugene shall be encouraged to develop <br />plans and programs in support of compact urban development., <br /> <br />7. Conversion of rural and rural agricultural land to urbanizable . land through Metro Plan <br />amendments expanding the UGB shall be consistent with mandatory statewide planning <br />goal. <br /> <br />8. .Land within the UGB may be converted from urbanizable to urban only through <br />annexati.on to a city when it is found that: <br /> <br />3. A minimum level of key urban facilities and services can be provided to the area. <br />in an orderly and efficient manner. . <br /> <br />, b. There will be a logical area and time within which to deliver urban services and <br />facilities. Conversion ofurbarnzable land to urban shall also be consistent with <br />the Metro Plan. <br /> <br />9. A full range of key urban facilities and services shall be provided to urban areas <br />according to .demonstrated need and budgetary priorities. <br /> <br />10. Annexation to a city through normal processes shall.continue to be the highest priority. <br /> <br />11. The tax differential concept, as provided for in ORS 222.111 (2), shall be one mechanism <br />that can be employed in urban transition areas. <br /> <br />II-C-4 <br />
