Ordinance Exhibit D <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />development as demonstrated by the findings of compliance with Statewide Planning Goals 11 and 12, <br />under EC 9.8065(1). Other public services are available to properties within Eugene's UGB, including <br />the subject parcels, and are available to serve them. Re -zoning subject parcels to S -DR and removing <br />the /TD and /SR overlays will not affect the provision of key urban services. <br />The proposal includes a concurrent request for Subdivision Tentative approval and the findings under <br />EC 9.8515 are incorporated by reference herein as further demonstration of compliance with this <br />criterion. Based on the preceding findings, this criterion is satisfied. <br />(4) The proposed zone change is consistent with the applicable siting <br />requirements set out for the specific zone in: <br />(i) EC 9.3140 S -DR Downtown Riverfront Special Area Zone Siting <br />Requirements. <br />EC 9.3140 S -DR Downtown Riverfront Suecial Area Zone Siting Requirements. In addition to <br />the approval criteria at EC 9.8865 Zone Change Approval Criteria, the site must be <br />included within the Downtown Riverfront area depicted on Figure 9.3135 S -DR <br />Zone Regulating Plan. The subdistrict and overlay subdistrict designations <br />applicable to the property are shown on Figure 9.313 5 S -DR Zone Regulating Plan <br />and shall be more precisely located on individual lots upon land division approval. <br />Exhibit A: Code Amendments includes an amended Figure 9.3185 S -DR Zone Regulating Plan which <br />depicts all the of the parcels within the subject site, and subject to the re -zoning request as within the <br />Downtown Riverfront area. Figure 9.3185 includes subdistrict and overlay subdistrict boundaries. <br />Exhibit B.2: Tentative Subdivision Plan Set is a land division request for approximately 16 -acres within <br />the Downtown Riverfront area depicted on Figure 9.3185. The boundaries of subdistricts and overlay <br />subdistricts are shown on Exhibit B.2: Tentative Subdivision Plan Set, in accordance with the above <br />requirement. Based on the preceding findings, this criterion is satisfied. <br />(5) In cases where the NR zone is applied based on EC 9.2510(3), the property <br />owner shall enter into a contractual arrangement with the city to ensure the <br />area is maintained as a natural resource area for a minimum of 50 years. <br />The proposal does not involve the application of the /NR Zone.
