MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />June 17, 2019 <br />7:30 p.m. <br />Councilors Present: Jennifer Yeh, Alan Zelenka, Chris Pryor, Greg Evans, Claire Syrett, Mike Clark <br />Councilors Absent: Emily Semple, Betty Taylor <br />Mayor Vinis opened the June 17, 2019, public hearing of the Eugene City Council. <br />PUBLIC HEARING: An Ordinance Vacating E. 8th Alley, Located Between High Street and High <br />Alley (City File VRI 18-1) <br />Mayor Vinis opened the public hearing and asked councilors for any ex -parte communications <br />they would like to disclose. Councilors Pryor, Syrett, and Evans disclosed ex -parte contact. <br />City Manager Jon Ruiz provided background on the item. <br />Comments in SuWport <br />1. Ginevra Ralph - explained how the ordinance would increase safety and accessibility. <br />2. Colin MacArthur - outlined requirements met by applicant and explained the ways in which <br />the ordinance would benefit the public. <br />3. Lynnea Barry - supported the alley vacation and expressed concern for drivers and <br />pedestrians who have been and could continue to be at risk due to the blind corners near <br />the alley. <br />4. Jonathan Brandt - said the ordinance would enhance safety and increase Americans with <br />Disabilities Act access. <br />5. Karen Warren - shared a personal experience of a near -accident in the alley and supported <br />the alley vacation. <br />There were no neutral comments or comments in opposition. <br />Discussion: <br />• Councilor Zelenka - noted that there is no public infrastructure in the alley; asked for more <br />information on how the assessment was arrived at; asked whether the curb cut would be <br />removed on High Street; asked about alleys in his ward that are "bollarded"—would like to <br />hear from staff why and how that occurs. <br />• Councilor Clark- asked whether the ordinance would be of concern to the County because <br />of their future construction plans. <br />• Councilor Evans - supported taking action immediately on the item. <br />MOTION AND VOTE: Councilor Evans, seconded by Councilor Clark, moved to adopt <br />an ordinance vacating E. 8th Alley, located between High Street and High Alley. <br />PASSED 6:0. <br />The meeting adjourned at 7:53 p.m. <br />MINUTES - Eugene City Council June 17, 2019 Page 1 <br />Public Hearing <br />
