This resolution would add language to explicitly prohibit right-of-way annexation in the River <br />Road/Santa Clara areas if such annexation would create an island. <br /> <br /> <br />BACKGROUND <br /> <br />At the January 24, 2007, work session, the City Council reviewed the City’s adopted annexation policy <br />as it is applied in the River Road and Santa Clara area and, in particular, the policy that directs road <br />rights-of-way and public land be added to privately initiated annexation requests. At the conclusion of <br />the work session the council, by motion, directed the City Manager to halt the practice of adding road- <br />rights-of-way to privately initiated annexation requests in the River Road/Santa Clara area if doing so <br />would create islands of unincorporated properties. <br /> <br />During that work session, City Attorney Glenn Klein advised the council that if the motion passed, he <br />would recommend that the council adopt an amendment that would add similar language to the <br />Administrative Guidelines. The attached resolution would add that language. <br /> <br /> <br />RELATED CITY POLICIES <br /> <br />This item relates to Metro Plan provisions relating to annexations in the River Road/Santa Clara area. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may approve and adopt the resolution, reject the resolution, or request modifications to the <br />resolution. <br /> <br /> <br /> <br /> L:\CMO\2007 Council Agendas\M070212\S0702123E.doc <br />
