<br />2.2.9 Solicitation of cominents from relevant neighborhood associations. <br />The West University Neighborhood Association has gone on record as supporting <br />this project, but have a concern about parking. By letter dated November 7, 2006, <br />Deborah Healey, WUN Chair, stated in part: "We are very pleased with the <br />design, but our main concerns revolve around parking. There will be only 9 <br />parking spaces, at most, for what is likely to be well over 20 people with cars, <br />given the statistics about car ownership among university students. Mr. Neal has. <br />offered to look for additional parking areas that tenants might be able to rent; we <br />feel this is essential to the success of this project, given the difficulty in parking <br />now in that area." <br /> <br />2.3 The project was monitored through the City's regular processes with <br />respect to planning, permit and building and safety requirements to insure compliance <br />with all local regulations; <br /> <br />2.4 Currently on the property is a single story duplex which is currently being <br />rented; and <br /> <br />2.5 The owner has stated in the application and provided evidence that the <br />project would not be feasible without the tax exemption. <br /> <br />3. A display ad soliciting recommendations or comments from the public regarding <br />this project was published in the Register-Guard on December 10, 2006. The period for <br />comment expired on January 9,2007. No comments were received. <br /> <br />Therefore, based upon the above findings, the project is in conformance with all <br />applicable local plans and provisions of the Eugene Code, 1971, planning regulations, the <br />Metropolitan Area General Plan, and the criteria set forth in the City's adopted Standards and <br />Guidelines for Multiple-Unit Housing Property Tax Exemption, and I recommend that the <br />application be approved. <br /> <br />Dated this 12!' day of January, 2007. <br /> <br /> <br />Exhibit B to Resolution No. Y q 02-- Report and Recommendation - Page 3 <br />C:\Documents and Settings\ceecrdw\My Documents\MUPTE\Coho Report and Recommendation.DOC <br />
