Priority areas for bikeway improvements include areas near the University of <br />Oregon, downtown Eugene, streets connecting residential areas to schools and <br />commercial hubs, and streets. It is expected that ODOT facilities and Key Corridors <br />will be analyzed under separate comprehensive planning processes than other <br />streets. <br />8) In 2010, the City Council directed the City Manager to "implement actions that support <br />the Community Climate and Energy Action Plan goals and objectives, subject to best <br />practices, resources, collaboration with community partners, and approval by council <br />of future policy changes." Removal of parking from the north side of 13' Avenue from <br />Lincoln Street to Kincaid Street and installation of a protected two-way bicycle facility <br />supports Objectives 10 and 13 of the Community Climate and Energy Action Plan for <br />Eugene. <br />Objective 10: Create 20 -minute neighborhoods, where 90 percent of Eugene <br />residents can safely walk or bicycle to meet most basic, daily, non -work needs, and <br />have safe pedestrian and bicycle routes that connect to mass transit. <br />Objective 13: Continue to expand and improve Eugene's bicycle and pedestrian <br />infrastructure and connectivity to increase the percentage of trips made by bike and <br />on foot. <br />9) Removal of parking from the north side of 13'�' Avenue from Lincoln Street to Kincaid <br />Street and installation of a protected two-way bicycle facility is consistent with goals <br />(3) and (4) of the Climate Recovery Ordinance No. 20540 adopted by City Council on <br />July 28, 2014 and subsequently updated by Council under Ordinance No. 20567. <br />(3) By the year 2030, all businesses, individuals and others living or working <br />in the city collectively shall reduce the total (not per capita) use of fossil <br />fuels by 50% compared to 2010 usage. <br />(4) By the year 2100, total community greenhouse gas emissions shall be <br />average share of a global atmospheric greenhouse gas level of 350ppm, <br />which is estimated in 2016 to require an annual average emission reduction <br />level of 7.6% <br />10) Removal of parking from the north side of 13th Avenue from Lincoln Street to <br />Hilyard Street and installation of a protected two-way bicycle facility enables the <br />public to use 13th Avenue in a safer, more comfortable and efficient multi -modal <br />manner, is consistent with Eugene 2035 Transportation System Plan Goals and <br />Administrative Order -- Page 6 of 7 <br />
