Councilor Kelly said he would oppose both ordinances. He stressed the importance of addressing <br />the Land Use Board of Appeals (LUBA) remanded issues of tree provisions and the needed <br />housing path. He said he was voting against the ordinances as a way of showing his frustration <br />that those issues had been ignored by staff. <br /> <br /> The main motion passed unanimously, 7:0. <br /> <br />City Manager Carlson asked the council to consider Council Bill 4807 by number only. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved that the bill be <br /> approved and given final passage. Roll call vote; the motion passed, 6:1; <br /> Councilor Kelly voting in opposition. <br /> <br />City Manager Carlson asked the council to consider Council Bill 4808, an ordinance concerning <br />secondary dwellings and flag lots; amending sections 9.2741, 9.2750, 9.2751, and 9.2775 of the <br />Eugene Code, 1971; adopting a severability clause; and providing an effective date. <br /> <br /> Councilor Kelly, seconded by Councilor Pap~, moved that the bill, with <br /> unanimous consent of the council, be read a second time by Council Bill <br /> number only and that enactment be considered at that time. <br /> <br />Councilor Bettman said she would vote against the ordinance. She said she was opposed <br />because reducing the setbacks in R-1 and R-2 would be counter-productive to attempts to not <br />expand the urban growth boundary and make the urban core attractive and livable. <br /> <br />Councilor Taylor said she would vote against the ordinance because the things that the council <br />had wished to vote on first had been neglected. She said the reductions to setbacks were <br />destroying the livability of neighborhoods. <br /> <br />Councilor Rayor said he would support the ordinance because flag lots were a unique type of lot. <br />He said the reduced setbacks were more equivalent to the normally established set backs along <br />the side of the lots. He said flag lots were common and needed to be utilized. <br /> <br />Councilor Nathanson said she would support the ordinance.
