Attachment G
Reconstruct Crest Drive (Friendly Street, Storey Boulevard) pursuant to the Context Sensitive Solutions
process started in 2006. After the Context Sensitive Solution process has been completed, the street
design and funding options will be presented to the City Council.
The Placeholder Project section is new to the CIP and includes projects with a placeholder funding status.
Placeholder projects are significant projects that are still in the decision process and may be subject to
additional review before being included in a future CIP or annual budget.
21. Bettman Where is the Monroe/Friendly Bikeway? It was 250 k of money from PW
STP-U that is supposed to be for “ready to build” projects and the
projects are supposed to be completed within 3 years. Where can the
project or the money be found in this document? Has the STP-U
money gone away (if so where?) since the project is not ready or
complete within the time frame stipulated?
The construction contracts for projects with federal STP-U funds are managed by the Oregon Department of
Transportation (ODOT). ODOT bids and awards the construction contracts, enters into contracts with private
contractors and makes all progress and final payments. Therefore, the federal STP-U funds are not included in
the City’s capital budget.
The design of the Monroe/Friendly Bikeway is complete and under final review by ODOT. ODOT will bid the
project in April and construction will begin in late Spring. Construction is anticipated to be complete by early
Fall.
The STP-U money has not gone away. The funding has been carried forward through amendments to the
Metropolitan Transportation Improvement Program.
