<br />intemallyinconsistent and as a result the proposed Metro Plan amendment fails to satisfy the <br />criteria in EC9.7730(3)(b). <br /> <br />As the proposed Metro Plan Amendment fails to meet any of the Metro Plan Amendment <br />Approval Criteria contaIned in EC 9.7730(3) I recommend that the Planning Commission in its <br />submission to the City Council not recommend the approval of the proposed Refinement Plan <br />Amendment and instead recommend that the matter of inappropriate in-fill be addressed through <br />the development of design standards. <br /> <br />Growth Mana.cnnelltPolicies <br /> <br />Applicability of the Growth ManagemeutPoHeies <br /> <br />On 2 February 1998 The Eugene City Council adopted Resolution No 4554 adopting a set of <br />Growth Management Policies. Section 2 of tllat Resolution reads as follows: <br /> <br />The policies adopted by Section 1 shall be used by the City to Guide the work of the City <br />Manager and staff in formulating for Council consideration proposed changes to the <br />Eugene Code, 1971, including changes to Chapters 2 through 9. The policies.adopted by <br />Section one also shall be used by the City to guide other work programs, including such <br />actions as preparation of the budget and revisions to the capital improvement program. <br />(Resolution 4554,' Section 2] <br /> <br />As the Eugene Land Use Code is chapter 9 of the Eugene Code, 1971, any change to the Land <br />Use Code is a change to the Eugene Code and thus is subject to the Growth Management <br />Policies adopted by the City Council as Reso lutio 11 4554. <br /> <br />Compliance with G'rowth Management Policies <br /> <br />The proposed package of legislation is contrary to all 7 of the 19 adopted Growth Management <br />Policies 7 that directly pertain to it. These are Policies 1, 2, 5, 6, 7, 8, and 10. The specific <br />policies and why- the proposed legislatioll is contrary to thenlare.disc.ussed belo\v. These areas win have to pick <br />up the slack that this down zoning will create.
