November 28, 2006

Ms Terri Harding- Senior Planner
Eugene Planning Division
.City of Eugen.e

Subject:

Metro Plan Amendment for Jefferson Westside Area 15
File No. MA 06-05

Planning Commission:

The following comments are submitted in support of maintaining R-tzoning for Area 15.

I have lived in this general area of Eugene for 28 years, and the past 17 years at my
current address within Area 15. I moved to this neighborhood because of its proximity to
downtown, convenience to schools, and stable family oriented setting. Many houses,
including mine, date back over 80 years and give the area the feeling of a mature stable
neighborhood where the residents take pride in their property~ This neighborhood
currently presents a mix of housing including "granny flats" and multi unit housing.

In recent years I have been disturbed with the poor quality design of multi-family infill.in
nearby R-2 zoned. areas. Many new dwellings do not fit with the character of the
neighborhood. However, some infiU development does fit nicely. For example, the older
row houses at 17th and Olive and recent row houses on Jefferson near Amazon slough.
Therefore, I encourage that rezoning lots to R-2 should be put on hold until appropriate
development standards can be prepared~. Lastly, I suggest the Planning Depa.rtment to
do a better Job of involving the public in zoning change planning which effects both
quality of life and property values.
