ATTACHMENT C <br />AGENDA ITEM SUMMARY <br />October 24, 2006 <br /> <br /> <br /> <br /> <br />TO: <br />Eugene Planning Commission and Lane County Planning Commission <br /> <br />FROM: <br /> Lydia McKinney, Associate Planner, Eugene Planning Division <br /> <br />ITEM TITLE: <br />Public Hearing for Huntington Crossing Metro Plan Amendment and Refinement <br />Plan Amendment (MA 06-3, RA 06-2) <br /> <br /> <br /> <br />ACTION REQUESTED: <br />Hold a public hearing on the proposed Metro Plan amendment and refinement <br /> <br />plan amendment. <br /> <br />BRIEFING STATEMENT: <br />On October 24, 2006, the Eugene Planning Commission and Lane County <br />Planning Commission will hold a public hearing on a proposal to amend the Metro Plan and to amend the <br />applicable refinement plan, the Willakenzie Area Plan, for Huntington Crossing. The property is owned <br />by Pop Corn LLC. The property subject to this request, identified as Tax Lots 500, 600, and 700 of <br />Assessor’s Map 17-03-16-41, is located east of Old Coburg Road at 89295, 89297 and 89317 Old Coburg <br />Road and is outside Eugene city limits, but within the Urban Growth Boundary. The applicant requests <br />approval of the following: <br /> <br />Metro Plan Amendment (MA 06-3) to amend the Metro Plan land use diagram from a designation of <br />Campus Industrial to a designation of Medium Density Residential for the subject property. <br /> <br />Refinement Plan Amendment (RA 06-2) to amend the Willakenzie Area Plan land use diagram from a <br />designation of Special Light Industrial (labeled as Campus Industrial in the Coburg/Crescent Subarea) to <br />a designation of Medium Density Residential for the subject property. <br /> <br />BACKGROUND: <br /> <br />Purpose of Staff Report <br />The Eugene Code requires City staff to prepare a written report, prior to the public hearing, for the <br />Planning Commissions’ consideration concerning any Metro Plan amendment and refinement plan <br />amendment request. The staff report provides only preliminary information and recommendations (see <br />Attachment A). The Eugene and Lane County Planning Commissions will also consider public testimony <br />and other materials presented at the public hearing before making a decision. Following the close of the <br />public hearing record, the Planning Commissions will make a recommendation, based on the required <br />approval criteria, to the Eugene City Council and the Lane County Board of Commissioners to approve, <br />approve with modifications or deny the applications. The requests will be heard before the Eugene City <br />Council and the Lane County Board of Commissioners in a separate public hearing, following Planning <br />Commission action. The quasi-judicial hearing procedures applicable to this request are described in the <br />Eugene Code (EC) at EC 9.7065 through EC 9.7095. <br /> <br />
