Councilor Bettman, seconded by Councilor Nathanson, nominated Councilor <br /> Taylor as Council President for 2001. Councilor Taylor was elected by a <br /> unanimous vote. <br /> <br /> Councilor Taylor, seconded by Councilor Nathanson, nominated Councilor <br /> Kelly for Council Vice President for <br /> 2001. <br /> <br /> Councilor Fart nominated Councilor Pap~ for Council Vice President. The <br /> motion died for lack of a second. <br /> <br /> Councilor Kelly was elected as Council Vice President for 2001 by a <br /> unanimous vote. <br /> <br />Mayor Torrey adjourned the meeting of the City Council and convened a meeting of the Urban <br /> Renewal Agency. <br /> <br />IV. ACTION: A Resolution Acknowledging Receipt of the General Purpose Financial State- <br /> ments of the Urban Renewal Agency of the City of Eugene, Oregon, for the Fiscal <br /> Year Ended June 30, 2000 <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved to adopt Resolution <br /> 1012 acknowledging receipt of the general purpose statement for the Urban <br /> Renewal Agency of the City of Eugene, Oregon, for the fiscal year ended <br /> June 30, 2000. <br /> <br />City Manager Jim Johnson said that this item was similar to the item 2 (d) in the consent calendar. <br />He noted that both audits were clean audits and he complimented staff for its work. <br /> <br /> The motion passed unanimously. <br /> <br />Mayor Torrey adjourned the meeting of the Urban Renewal Agency and reconvened the meeting <br />of the Eugene City Council. <br /> <br />V. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Concerning Unlawful Posting <br /> and Amending Section 4.050 of the Eugene Code, 1971 <br /> <br />In response to a question from Councilor Farr regarding what would happen if someone used a <br />false name on a flyer posted illegally, City Attorney Glenn Klein said that if a person was falsely <br />named there was a provision in the ordinance that allowed a person to file a sworn affidavit that <br />they did not do the posting and they would not be penalized. <br /> <br />Mayor Torrey opened the public hearing.
