MINUTES – Eugene City Council July 22, 2019 Page 4 <br /> Meeting <br />5.ACTION: Approval of Motions Relating to the November 5, 2019, Election <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to direct the City Manager to include on a supplemental budget sufficient appropriation offset by General Fund contingency and the Reserve for Revenue Shortfall to produce the voters’ pamphlet. Council Discussion <br />o Councilor Zelenka – said that he was not originally in favor of putting this on the ballot, butnow that it is on the ballot, he thinks people need to be informed about it and supports thismotion. <br />VOTE: PASSED 7:0. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to appoint Councilors Syrett and Pryor to the voters’ pamphlet proponent committee for the Charter Amendment that caps the rate and limits the use of the City’s Payroll Tax. <br />PASSED 7:0. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to direct the City Manager to include on a supplemental budget sufficient appropriation offset by General Fund contingency and the Reserve for Revenue Shortfall to pay the City’s part of the cost for the November 5, 2019 election. PASSED 7:0.
