Several environmental resource categories were studied as part of the AMP including those noted in the National Environmental Policy Act, the Endangered Species Act of 1973, and the U.S. Department of Transportation Act, Section 4(f). As noted in the AMP, airport staff is committed to implementing sustainability initiatives during its development projects and normal operations and will investigate specific initiatives in the areas of energy conservation, air and water quality, and waste management and recycling. The EUG AMP provides airport management with a strategy for development in accordance with local and regional plans. <br />Plan Adoption The current update to the Eugene Airport Master Plan will replace the 2010 version as a refinement to the Metro Plan. The current update does not include any amendments to the Metro Plan or other locally adopted plans such as the Eugene-Springfield Transportation System Plan. No changes to existing land use designations, zoning or adopted policy are proposed. Any update to an adopted refinement plan requires City Council to initiate the process. Because the Eugene Airport is a regional transportation facility, the City and Lane County jointly adopt the plan. The formal adoption process includes notice to the Oregon Department of Land Conservation and Development and interested parties, a public hearing before the joint Planning Commissions of Eugene and Lane County who provide a recommendation to their respective elected officials, a joint public hearing before the City Council and Lane County Board of Commissioners and action by the City Council and the Board. <br />PREVIOUS COUNCIL DIRECTION There has been no previous council direction on this Eugene Airport Master Plan. <br /> <br />COUNCIL OPTIONS The City Council may consider the following options: 1. Initiate a process to consider adopting the updated Eugene Airport Master Plan as a refinement to the Metro Plan. 2. Take no action at this time. <br />CITY MANAGER’S RECOMMENDATION The City Manager recommends that City Council initiate a process to consider adopting the updated Eugene Airport Master Plan as a refinement to the Metro Plan. <br /> <br /> <br />SUGGESTED MOTION Move to initiate a process to consider adopting the updated Eugene Airport Master Plan as a refinement to the Metro Plan. <br />Page 4
