6. PUBLIC HEARING and ACTION:

Resolution 1040 Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal
Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2006, and Ending June 30,
2007

City Manager Taylor asked Ms. Murdoch to speak to the item.

Ms. Murdoch said this was a $4.8 million supplemental budget and as with the City of Eugene, the first
supplemental budget engaged in a number of reconciling transactions for the beginning working capital and
capital carry forward estimates. She said the key items to be reappropriated in the budget included
payments to the City of Eugene for the Cultural Policy Review and the East Broadway garage.

Mayor Piercy opened the public hearing.

Zachary Vishanoff
, somewhere on Patterson Street, reiterated his unhappiness regarding the demolition of
the former cannery. He thought it would be “delusional” to name the area surrounding the new federal
courthouse “Cannery Square” given that the cannery was gone. He felt the public planning process was
flawed and would alienate the public. He wanted public discourse to occur regarding the riverfront area
adjacent to the courthouse. He preferred that area to be returned to its natural state.

Mayor Piercy ascertained that there were no objections to taking action at the present meeting.

Councilor Solomon, seconded by Councilor Ortiz, moved to adopt Resolution 1040 adopt-
ing a Supplemental Budget; making appropriations for the Urban Renewal Agency of the
City of Eugene for the Fiscal Year beginning July 1, 2006, and ending June 30, 2007. Roll
call vote; the motion passed unanimously, 8:0.

The meeting adjourned at 9:44 p.m.

Respectfully submitted,

Dennis M. Taylor
City Manager

(Recorded by Ruth Atcherson)

MINUTES—Eugene City Council December 11, 2006 Page 13
Regular Meeting
