B. Approval of Tentative Working Agenda <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to <br />approve the items on the Consent Calendar. PASSED 8:0. <br />4. ACTION: Appointments to the Human Rights Commission <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Zelenka, moved <br />to reappoint Joel Iboa to the Human Rights Commission for a three-year term <br />beginning July 9, 2019, and ending on June 30, 2022. PASSED 8:0. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to <br />appoint Daniel Borson to the Human Rights Commission for a three-year term <br />beginning July 9, 2019, and ending on June 30, 2022. PASSED 6:2, Councilors <br />Evans and Clark opposed. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to <br />appoint Kirstin London to the Human Rights Commission for a three-year term <br />beginning July 9, 2019, and ending on June 30, 2022. PASSED 8:0. <br />MOTION: Councilor Semple, seconded by Councilor Pryor, moved to appoint <br />Heather Sielicki to the Human Rights Commission for a three-year term <br />beginning July 9, 2019, and ending on June 30, 2022. <br />Councilor Zelenka - pointed out that Amanda McCluskey had received the <br />most votes of any candidate for the nomination and asked for clarification <br />about whether she could still be appointed if she lived outside of the <br />urban growth boundary. <br />MOTION TO SUBSTITUTE AND VOTE: Councilor Zelenka, seconded by <br />Councilor Clark, moved to substitute Amanda McCluskey for Heather Sielicki. <br />PASSED 5:3, Councilors Taylor, Semple and Yeh opposed. <br />Councilor Semple - felt strongly that council should not appoint candidates <br />outside of the city limits if there were qualified candidates within. <br />VOTE ON AMENDED MOTION: PASSED 5:3, Councilors Taylor, Semple and Yeh <br />opposed. <br />The meeting adjourned at 8:38 p.m. <br />Respectfully submitted, <br />,8t'U J.4a <br />Beth Forrest <br />City Recorder <br />(Recorded by Cas Casados) <br />Link to the webcast of this City Council meeting here. <br />MINUTES — Eugene City Council July 8, 2019 Page 2 <br />Meeting <br />
