S. ACTION: Approval of Motions Relating to the November 5, 2019, Election <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to direct the City <br />Manager to include on a supplemental budget sufficient appropriation offset by <br />General Fund contingency and the Reserve for Revenue Shortfall to produce the voters' <br />pamphlet. <br />Council Discussion <br />o Councilor Zelenka —said that he was not originally in favor of putting this on the ballot, but <br />now that it is on the ballot, he thinks people need to be informed about it and supports this <br />motion. <br />VOTE: PASSED 7:0. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to <br />appoint Councilors Syrett and Pryor to the voters' pamphlet proponent committee for <br />the Charter Amendment that caps the rate and limits the use of the City's Payroll Tax. <br />PASSED 7:0. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to direct <br />the City Manager to include on a supplemental budget sufficient appropriation offset by <br />General Fund contingency and the Reserve for Revenue Shortfall to pay the City's part of <br />the cost for the November 5, 2019 election.
