4. The community member MUPTE Review Panel considered the project application, including <br />compliance with program criteria and the independent consultant's financial review, during 3 <br />meetings held on May 29, July 10, and July 29. The majority of the Review Panel concluded that <br />the project meets the Required Public Benefit criteria. The Panel noted that Project Need <br />involves many variables that are hard to predict, The majority of the Panel concluded that <br />project need was demonstrated. Six of the panel members agreed that a ten-year exemption <br />was warranted. One member advocated for an eight-year exemption, another for a five-year <br />exemption, and one member advocated for no exemption.
