a. Door-to-door outreach conducted prior to each open house and in 2018. <br />b. Postcard mailers sent to owners and occupants along 13th Avenue prior to each <br />open house and in early 2019. <br />c. Staff attendance at multiple stakeholder meetings including University <br />Business District and UO Campus Planning Committee. <br />2) By Ordinance No. 20181, the City Council adopted the Street Classification Map that <br />designated 13th Avenue from Lincoln Street to Hilyard Street as a Minor Arterial Street. <br />By Resolution 4608, the City Council adopted the Design Standards and Guidelines for <br />Eugene Streets, Sidewalks, Bikeways and Access Ways which includes travel lanes <br />and bike lanes as standard features of Minor Arterial streets. Parking is an optional <br />feature on Minor Arterial streets. <br />3) 13t" Avenue from Lincoln Street to Hilyard Street is a Minor Arterial with a posted <br />speed of 20 mph. The curb to curb width of the street segment varies from <br />approximately 36 to 45 -feet. 13t" Avenue has an approximately 5 to 6 -foot eastbound <br />bike lane on the south side, two eastbound travel lanes (except for the block from <br />Patterson Street to Hilyard Street which has one eastbound through travel lane) <br />approximately 10 to 12 -feet in width, intermittent additional turn lanes, and intermittent <br />on -street parking on the northside of the street. <br />4) From 2007 to 2017, there were 216 crashes on this section of 13th Avenue. This total <br />includes 2 fatalities, one person biking at Willamette Street (2008) and one person <br />walking at Hilyard Street (2007). In addition one person biking sustained serious <br />injuries at High Street (2007) and one person in a car sustained serious injuries at <br />Charnelton Street (2017). There were 39 moderate injury crashes of which 13 injuries <br />were to people biking and 7 people were to people walking. There were 65 minor injury <br />crashes and 108 property damage only crashes. <br />5) Approximately 45 on -street parking spaces on the north side of the street will be <br />removed. On some blocks, on -street parking will be moved from the north side to the <br />south side, and additional parking spaces will be added to side streets where possible <br />(e.g. Patterson Street, north of 13th Avenue) resulting in the addition of 20 on -street <br />parking spaces for a net loss of twenty-five parking spaces along the corridor. The <br />table below shows approximate changes to on -street parking by block along 13th <br />Avenue. <br />Administrative Order -- Page 2 of 7 <br />
