b) Support increased economic activity by increasing visibility of <br />storefronts and signage to motorists parking on the street; <br />c) Support increases in development density and re duction of <br />development costs for small business by reducing the need for on-site <br />parking; <br />d) Support traffic calming efforts on a street by introducing "friction" and <br />narrowing the perceived width of the street; <br />e) Provide spaces for on-street passenger and freight loading and <br />unloading in intensively developed areas; <br />f) Provide space for visitor parking in residential areas; and <br />g) Reduce speeding by reducing the width of the overly-wide streets. <br />8. Abuse by applicants of any parking-related perm its; <br />Not applicable. <br />9. The impact on nearby commercial uses; <br />Downtown parking meters were reinstalled in January 2018, with the support <br />of the Eugene Chamber of Commerce and Downtown Eugene Merchants <br />Association. The meters helped create parking turnover for increased <br />customer parking and generate revenue to support downtown program and <br />services, such as downtown events, security services , and attended <br />bathrooms. The additional revenue has also allowed the Parking Enterprise <br />Fund to start addressing its $10 million backlog of parking structure <br />maintenance to provide a cleaner, brighter, and safer parking experience for <br />downtown customers. Specific projects that have presented a cleaner and <br />brighter include deep cleaning over 880,000 s.f. of parking decks and <br />retrofitting lighting to LEOs in all six parking garages. <br />The fees for use of the hourly parking system can have an impact on nearby <br />commercial uses. The Parking Services program works closely to manage the <br />impact. The rate increases for the downtown on-street meters will provide <br />ongoing support for the Downtown Ambassadors program, a popular <br />downtown customer focused service. <br />10. The ease of enforcing the provisions of this chapter; and <br />Not Applicable. <br />11. The availability of other parking spaces. <br />The City of Eugene is one provider of downtown and camp us area parking <br />options. There are many private, public, and non-profit parking lot options. <br />Additionally, the Lane Transit District provides free park and ride options for <br />users of the downtown transit services . <br />5.285 Charges for Off-Street Parking. <br />(7) When establishing charges within the limits of subsections (5) and (6) of this section, <br />the following shall be considered: <br />Exhibit A to Administrative Order No. 53-19-01-F --Page 13 of 17
