CITY MANAGER'S FINDINGS <br />Responses to Public Comments Regarding Proposed Parking Fee Amendments <br />and <br />Investigation of Revenue Needs of Parking Services Pursuant to EC 2.020(2), 5.050, and 5.285(7) <br />I. RESPONSES TO PUBLIC COMMENTS <br />One hundred forty-five comments were submitted in response to a Notice of Proposed Parking <br />Fee Amendments issued pursuant to Administrative Order No. 53-19-01. A summary of the <br />comments is set out below, followed by my response to the comments . <br />Comments from those unopposed to the amendments. Seventeen people submitted <br />comments stating that they were not opposed to the fee increases. <br />Response: I appreciate this feedback. No changes to the fee schedule are proposed as <br />a result of these comments. <br />Comments concerning the bulk permit parking program. Twenty-eight people <br />indicated that it's important to keep the bulk permit program in place. <br />Response: After reviewing these comments, I have decided to re t ain the bulk permit <br />program with some modifications to focus on large bulk permit purchases and to allow the City <br />Parking Manager to take garage capacity into account when deciding whether to sell bulk permits. <br />Comments concerning the campus parking district. Seven people were opposed to <br />the campus meter rate increase, the amount of time that parking is regulated at City meters, and <br />the reinvestment of the meter rate increase. <br />Response: After reviewing these comments, I have adjusted the meter times in the <br />Campus Parking District so that the meter rates will apply until 6:00 PM instead of the current time <br />of 8:00 PM. <br />Comments concerning the Parcade Garage monthly permit. Five people indicated <br />that the Parcade increase from $50 per month to $65 per month is too steep of an increase. <br />Response: The proposal to increase monthly Parcade parking permits to $65 was based <br />on the demand for parking in that garage and the cost of maintaining it. The Parcade is at capacity <br />and has a waiting list. It should noted that, in 2014, I proposed a Parcade rate increase from $48 <br />to $55 per month and, although the other proposed parking fee increases went into effect as <br />proposed, the proposed Parcade rate of $55 was lowered to $50 due to negative customer <br />response to a $55 rate. Nevertheless, the current proposed Parcade rate increase to $65 will be <br />lowered to $60 so that it will be in line with the $10 monthly permit increases in other locations. <br />Comments from those opposed to the rate increases. Seventy-Three people were opposed <br />to the rate increases for a variety of reasons and submitted statements that included the following <br />Exhibit A to Administrative Order No. 53-19-01-F --Page 1 of 17
