In Oregon, there is not a comparable municipal provider. However, the proposed rates are in line with the parking fees at the University of Oregon and downtown private parking operators . (e) The revenue needs of the city as determined by the adopted city budget. The rate increases were built into the FY 2019 Adopted Budget starting July 1, 2018 and balanced new revenue of the Parking Enterprise Fund with its operation and capital needs. Criteria for Administrative Actions. The administrative action of the city manager or the manager's designee shall be based upon consideration of: (a) Traffic engineering principles and traffic investigations. Not Applicable (b) Standards, limitations, and rules promulgated by the Oregon Transportation Commission or the Oregon Public Utility Commission or their successors. The City of Eugene has several adopted transportation-related plans and policies , including the Eugene-Springfield Area Transportation Plan (2002), Pedestrian Bicycle Master Plan (2012), Climate Recovery Ordinance (2016), and Design Standards and Guidelines for Eugene Streets, Sidewalks , Bikeways and Access ways. The Eugene-Springfield Area Transportation Plan (TRANSPLAN) was adopted as amended by Council Ordinance Number 20258 on July 8 , 2002.
