October 14, 2019, Meeting – Item 3 <br />activities. This training was developed with guidance from the City Attorney’s Office and was provided by the Office of Human Rights and Neighborhood Involvement. In July 2019, City Council received an overview of past actions on this topic, reviewed language for a potential amendment to the Protections of Individuals Ordinance, and learned about administrative policies that would be added to the City of Eugene Administrative Policy Manual, which all staff are required to adhere to in their course of work. Council voted unanimously to move the draft language limiting the information collected and maintained related to individually-identifiable immigration status to a public hearing. At the September 16, 2019, public hearing, one person provided comment. <br />PREVIOUS COUNCIL DIRECTION February 22, 2017, Work Session Council passed a motion to bring back a proposed ordinance for public hearing that would adopt the provisions of ORS 181A.820 and 181A.250 related to law enforcement personnel; expand the applicability of ORS 181A.820 to cover all other City employees; and prohibit all other City employees from collecting and maintaining information regarding political, religious or social views of individuals. March 13, 2017, Meeting Council adopted an Ordinance for the Protections of Individuals. June 13, 2018, Work Session Council received an update on the Ordinance for Protection of Individuals and Groups; directed staff to return with language to consider that would strengthen protections for immigrants. July 24, 2019, Work Session Council voted to move draft language limiting the information collected and maintained related to individually-identifiable immigration status to a public hearing. September 16, 2019, Public Hearing Public Hearing on code amendments to Ordinance 20579. <br />COUNCIL OPTIONS The Council may choose to: 1.Vote to adopt the amendments to Ordinance 20579.2.Take no action at this time. <br />CITY MANAGER’S RECOMMENDATION The City Manager Recommends adopting the amendments to the ordinance.
