Consistency with City Policies and Goals <br /> <br />The development objectives stated in the RFQ highlight the opportunity for new structures, uses and <br />activities in this vital area of downtown. The overall concept for the redevelopment area focuses on a <br />vision for dense, multi-story, mixed-use, urban development. The mix of uses identified in the RFQ <br />development objectives includes a broad range of downtown urban activities such as retail, residential, <br />office, hotel, theatres and restaurants. The need and demand for high-density housing with a range of <br />ownership, rental and mixed-income options is emphasized in the development objectives. Strong urban <br />design, including multi-story structures with appropriate scale, orientation and design is also desired. <br /> <br />The RFQ responses have been evaluated based on the above RFQ evaluation criteria. The responses <br />were reviewed by a Community Development staff team, an inter-departmental staff team, and the <br />Eugene Redevelopment Advisory Committee (ERAC) department advisory committee. Staff also <br />presented to and received feedback from the Planning Commission, the Downtown Eugene, Inc. board <br />of directors, and other City departments. ERAC was expanded specifically for review of the RFQ <br />responses to include representation from the arts (Tina Rinaldi), a Broadway tenant (Beth <br />Little/Saturday Market), and a Downtown Vision Committee member (Greg McLauchlan). Minutes <br />from the ERAC meeting are included in Attachment D. <br /> <br />ERAC concluded that KWG had the strongest response to the objectives and criteria in the RFQ. The <br />committee also expressed interest in the re-use potential of the Washburne and Centre Court buildings <br />proposed by Beam. ERAC unanimously recommended that staff explore further the KWG and Beam <br />responses. After the ERAC recommendation, staff met with both development teams to discuss the <br />issues raised and provided a memorandum to ERAC summarizing the discussion and findings.
