He said it was staff’s belief that this documentation did not exist because the City never did pay for it <br />initially. <br /> <br />Councilor Bettman noted that the County Service District initially paid 15 percent for the local match and <br />asked if this was what Agripac had reimbursed. Mr. Ruffier affirmed that Agripac had reimbursed the <br />district. Susie Smith, Environmental Services Division Manager for the City of Springfield and General <br />Manager of the MWMC, clarified that Agripac paid the MWMC and the MWMC had then made payments <br />to the County Service District. <br /> <br />Councilor Bettman said she was now assured that there was no Eugene taxpayer money involved in the <br />purchase of the property and she could support the motion. <br /> <br />Councilor Poling recommended that in the future, better maps be provided so that the councilors could more <br />easily find the reference points. <br /> <br />Councilor Zelenka stated that he had consulted with the City Attorney and had been instructed that there was <br />no conflict of interest for him. He explained that he was married to the General Manager of the MWMC. <br /> <br />Additionally, Councilor Zelenka noted that MWMC attorney Dave Jewett had provided an email stating that <br />the City had not paid for the property and this confirmed it for him. <br /> <br />Roll call vote; the motion passed unanimously, 8:0. <br /> <br />The meeting adjourned at 8:20 p.m. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Dennis M.
