4. Anyone may apply for a Zone 40 permit entitling the permit holder to long-term <br />parking within the Zone. Permit fees shall be established in accordance with Section 2.020 and <br />Chapter 5 of the Eugene Code, 1971. Permit sales shall be processed on a first come, first served <br />basis. <br />5. If, by action of a hearing official having jurisdiction to review this Administrative <br />Order, any portion of this Administrative Order is stricken or the boundaries of Commuter Permit <br />Parking Zone 40 are modified, such action by the hearings official shall have no effect on the <br />validity of any other section or provision of this Administrative Order, all of which will remain in <br />full force and effect. <br />6.
