Councilor Kelly thanked the forum speakers who spoke in favor of a downtown hospital site. He <br />also thanked the Citizens for a Hospital in the Head of Eugene for their ad in the Register-Guard, <br />which illustrated how it was possible to construct a downtown hospital that satisfied <br />PeaceHealth's requested needs for expansion for the present and into the future. <br /> <br />Councilor Taylor expressed her appreciation of those speakers who advocated a downtown <br />hospital. <br /> <br />ii. CONSENT CALENDAR <br /> <br /> A. Approval of Council Minutes: <br /> 1. July 9, 2001, Regular Meeting <br /> B. Approval of Tentative Working Agenda <br /> C. Resolution 4686: A Resolution Providing for the Issuance and Sale by the City of Eugene, <br /> Oregon, Acting by and Through the Eugene Water and Electric Board, of Revenue Bonds in an <br /> Amount Not to Exceed $60,000,000 to Provide Funds for Electric Power Supply Cost <br /> Contingencies, Declaring Official Intent to Reimburse Expenditures, Providing for Publication of <br /> Notice, and Related Matters. <br /> D. Initiation of Whiteaker Refinement Plan Amendment: Rezoning of Fire Station #2. <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved to approve the items on the <br /> Consent Calendar. <br /> <br />Councilor Rayor pulled item D. <br /> <br /> Roll call vote; the remaining items on the Consent Calendar were approved <br /> unanimously. <br /> <br />In response to a question from Councilor Rayor regarding whether approval of Item D was, in fact, approval of <br />staffs recommendation 1, City Manager Johnson confirmed that it was. <br /> <br />Councilor Nathanson commented that the staff recommendation should have contained a zoning map of the <br />site and adjacent lands. <br /> <br /> Roll call vote; Item D was approved unanimously. <br /> <br />iii. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Concerning the Downtown Mall; <br /> Amending Section 4.680 of the Eugene Code, 1971; Adding Section 4.874 to that Code; and <br /> Providing an Immediate Effective Date <br /> <br />Lieutenant Ron Roberts of the Eugene Police Department updated the council on the current status of the <br />ordinance. He said, as of July 31, the ordinance did not exist because it sunsetted.
