improvements of which the details were unknown at this time and it was premature to support <br />Item 6 of the motion. <br /> <br />Mr. Meisner concurred that it was premature to support Item 6 of the motion as traffic studies <br />had not yet been presented for review. He pointed out that he was not aware how improvements <br />to the interchange would relate to other parts of the Beltline and the corridor to Interstate 5. <br /> <br />Ms. Taylor concurred with the previous comments and did not believe the council should <br />determine at this time if this project was a high priority. <br /> <br />Mayor Torrey reiterated that the Oregon Department of Transportation (ODOT) stated that if <br />PeaceHealth preferred to build a hospital in North Eugene, it would need to improve the <br />intersection and if these improvements were not made, ODOT would weigh in and oppose the <br />permit. Therefore, he continued, if the City was unwilling to at least put this project in the STIP <br />for discussion, it would be a mistake. <br /> <br />Mr. Johnson stated that depending on the design of the Interchange, condemnation would be <br />possible. He also reminded the council that there was already a project in TransPlan and the <br />amount of that project could not be amended. Mr. Johnson concluded that adding a project and <br />labeling it a high priority just flagged it for further discussion when reviewing the STIP. <br /> <br /> Mr. Kelly, seconded by Mr. Farr, moved to substitute Item 6 of the <br /> motion with the following language: Direct the City Manager to <br /> review the results of traffic studies and recommend high priority projects in <br /> the Coburg-Beltline area. The substituted motion passed 6:2, with Ms. <br /> Bettman and Ms. Taylor in opposition. <br /> The motion as substituted for the original motion passed 6:2, with Ms. <br /> Bettman and Ms. Taylor in opposition. <br /> <br />The meeting adjourned at 1:32 p.m. <br /> <br />(Recorded by Joyce Ogden ) <br /> <br />MINUTES- City Council Work Session August 8, 2001 <br /> <br /> <br />
