MINUTES <br /> <br /> Eugene City Council <br /> Work Session <br /> McNutt Room--Eugene City Hall <br /> <br /> December 12, 2001 <br /> Noon <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Nancy Nathanson, Pat Fart, Scott Meisner, Gary <br /> Rayor, Gary Papd, Bonny Bettman. <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />A.Presentation of Lane County Road Funds to the City of Eugene by Commissioner Green <br /> <br />Lane County Commissioner Bobby Green presented the City Council with a check from the County Road <br />Fund in the amount of $1,233,028.95. The council thanked Mr. Green. <br /> <br />B.Work Session: Endangered Species Act/Salmon Draft Outreach Plan and Regulatory Review <br /> Report <br /> <br />The council was joined by Neil Bj6rklund of the Planning and Development Department, who provided a short <br />presentation on the proposed outreach plan and regulatory review report. He overviewed the elements of the <br />outreach plan. Mr. Bj6rklund discussed the staff resource limitations faced by the City, and requested that the <br />council approve supplemental funding to underwrite the costs of implementing the plan. He noted that Eric <br />Jones of the Public Works Department was also involved in the effort. Mr. Bj6rklund invited questions. <br /> <br />Ms. Taylor commended the work done by staff to-date and indicated interest in the contemplated code changes. <br />She said the existing penalties for illegal fill needed to be strengthened so that fines had a deterrent effect and <br />did not become a cost of doing business. <br /> <br />Ms. Taylor did not perceive the need for a web site, saying that anyone who would access such a site was likely <br />to be informed already. Mr. Bj6rklund said that the site was a small part of the outreach plan, but many of the <br />strategies, while small in themselves, reinforced each other through a number of ways and then became more <br />effective. The web site is supported by an e-mail list, which in turn is supported by a "message of the month," <br />and so on. <br /> <br />Mr. Farr expressed support for the effort outlined by staff. He determined from Mr. Bj6rklund that the spring <br />chinook was native to the upper Willamette basin. The fall chinook run was introduced. There was no natural <br />fall run because there was insufficient water for passage over Willamette Falls in autumn. The steelhead in the <br />basin were not native; native steelhead only traveled as far south as the Calapooia River. <br />Mr. Farr asked why the fish runs were so strong this year if the salmon were in decline. Mr. Bj6rklund said <br />there were natural fluctuations in the availability of food in the ocean off the coast.
