MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Harris Hall- Public Service Building <br /> <br /> September 10, 2001 <br /> 8p.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Scott Meisner, Nancy Nathanson, Pat <br /> Farr, Gary Rayor, Gary Pap~, Bonny Bettman. <br /> <br />CITY COUNCIL MEETING <br /> <br />Mayor James D. Torrey called the meeting of the Eugene City Council to order. <br /> <br />1. CEREMONIAL MATTERS <br /> <br />Mayor Torrey recognized participants in the Afro Academic Cultural, Technological and Scientific Olympics. <br />He said that the program was designed to promote and reward academic achievers the way sports heroes are <br />honored. <br /> <br />Mayor Torrey recognized Jacoby Black of Marist High School for competition in Oratory and Drawing, Iesha <br />Henderson of Churchill High School for competition in Essay, and C.J. Mikkens of Churchill High School for <br />competition in Vocals and Contemporary Jazz. Marilyn Mays accepted the award for Mr. Mikkens, who was <br />unable to attend. <br /> <br />Mayor Torrey thanked the ACT-SO participants and expressed his appreciation for their efforts in the <br />competition. <br /> <br />Il.PUBLIC FORUM <br /> <br />Marilyn Mays, 1081 North Pond Street, spoke as the President of the local chapter of the National <br />Association for the Advancement of Colored People. She thanked the council forits acknowledgment ofthe <br />ACT-SO participants and offered a special thanks to Councilor Kelly for bringing the matter before the <br />council. She said that ACT-SO was a unique program that promoted academic excellence. <br /> <br />Dan Herbert, 1913 Potter Street, expressed a desire to see a new hospital in the downtown Eugene area and <br />called for a "Hospital Service District" located in the city center for future development. <br /> <br />Kevin Matthews, PO Box 1588, Eugene, raised concern over transportation planning "chaos" in the metro <br />area and called for more openness on the part of the City for public input. <br /> <br /> MINUTES--Eugene City Council September 10, 2001 Page 1 <br /> Regular Session <br /> <br /> <br />
