Torrey, Council President Taylor called the meeting to order. <br /> <br />I.PUBLIC FORUM <br /> <br />Nick Urhausen, 2858 Warren, raised concern about a questionnaire on racial profiling being used <br />by Eugene Police Officers during traffic stops. He opined that the questionnaire was a waste of <br />officers' time and added his opinion that the council was "toying" with officers. <br /> <br />Councilor Pap8 noted that the questionnaire was a police project attempting to identify racial <br />profiling issues in a proactive way and that it was endorsed by the Police Commission, the Human <br />Rights Commission, and Police Chief Jim Hill. <br /> <br />II.CONSENT CALENDAR <br /> <br /> A.
