MINUTES – Eugene City Council October 23, 2019 Page 4 <br />Work Session <br />VOTE: PASSED 5:2, Councilors Clark and Taylor opposed. <br />o Mayor Vinis asked Councilors Taylor, Syrett, and Zelenka for clarification regarding each oftheir intended motions. <br />o Councilor Syrett – said she would introduce a motion to remove minimum lot sizes for ADUs. <br />o Councilor Zelenka – expressed intention to introduce two motions: one to retain themaximum bedroom requirement in the university area and a second to retain the maximumoccupancy requirement for ADUs in the university area <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to postpone action on ADUs until the following steps have been taken: (1) every neighborhood organization has had the opportunity for a facilitated discussion of the proposed changes, including the implications for their neighborhood, and (2) another public hearing has been held. <br />o Councilor Taylor – said she would like to see well-advertised discussions about ADUs at theneighborhood level; supported facilitated neighborhood association meetings to giveresidents information and answer questions; said she thought the changes to parkingrequired another public hearing and the City should resist preemption of local authority. <br />o Councilor Clark – expressed support for the sentiment and not the motion itself; said hethought people understood the idea of ADUs but did not understand the implications;supported moving past the ADU conversation because so few people would actually buildthem, and they would not contribute to more affordable housing. <br />o Councilor Syrett – said she was not in favor of the motion and did not think the parkingchanges warranted a public hearing; opposed waiting until every single neighborhood had afacilitated discussion as that process could take years. <br />o Councilor Semple – pointed out that the state required the parking changes; said it wouldtake an enormous amount of time to facilitate discussions with all neighborhoods and thatwould be useful for the HB2001 discussion but wanted to move on from ADUs; said she didnot support the motion. <br />o Councilor Pryor – agreed with Councilor Semple; said the change on parking did not requirea public hearing; noted a need for ongoing community engagement on growth management. <br />o Councilor Zelenka – asked for clarification on the process going forward; did not thinkcouncil needed another public hearing about the topic because it was not required, andupcoming public forums could serve as opportunities for residents to provide input; said hedid not support motion. <br />o Councilor Taylor – supported voting on each change proposed individually. <br />o Councilor Clark – asked for clarification of the motion on the table. <br />VOTE: FAILED 1:6, Councilors Clark, Yeh, Pryor, Semple, Syrett and Zelenka opposed.
