Metro Plan Policy 17 is instructional to the City to dissolve special service districts after <br />annexation and to consider intergovernmental agreements with affected special service <br />districts. This policy is solely informational with respect to the applicants proposal & is <br />to be applied at the discretion of the City staff. <br />Metro Plan Policy 19 stipulated the criteria that must be met in order to annex territory <br />to existing service districts within the UGB. This proposal is consistent with Policy 19 in <br />the fact that key urban services are directly available to the property making immediate <br />annexation to the City a possibility and the affected property owners have provided the <br />signed consent to annex agreement with the City of Eugene in accordance with Oregon <br />annexation law. <br />Metro Policy 20 outlines the methodology for extending new urban service to <br />unincorporated areas within the UGB. This proposal is consistent with Policy 20 in the <br />fact that the applicant is requesting annexation to the City of Eugene, which is the <br />highest priority of all the methods outlined in Policy 20 for providing new urban service <br />to the unincorporated areas within the UGB. <br />3) The proposed annexation will result in a boundary which is the minimum level of key <br />urban facilities and services, as defined in the Metro Plan, can be provided in an orderly <br />efficient, and timely manner. <br />Response: Key urban facilities and services, as defined in the Metro Plan, can be <br />provided in an orderly, efficient, and timely manner as follows: <br />Wastewater service: Wastewater service is currently available via the 8" main line which <br />lies in Willow Ave <br />Stormwater: There are no public storm facilities on or adjacent to the property. The <br />property can be developed through the use of infiltration facilities for both volume and <br />treatment of stormwater <br />Transportation: Willow Ave connects to Park Ave which connects to Northwest <br />Expressway <br />Solid Waste Management: is currently served by Eweb <br />Water Service: Water is available from the 4" water main located in the front of <br />Assessors map 17-04-23-42-3800 and at the beginning of the access easement on <br />Willow Ave <br />Fire and emergency medical services: According to Rlid, fire protection is currently <br />provided by River Road fire and emergency services. Upon annexation, the City of <br />Eugene will provide services directly to the property so this key urban facility will be met <br />Attachment C <br />November 25, 2019, Meeting – Item 2C
