exception of errors and omissions, and to move forward with the Planning <br /> Commission's recommendations for high priorities for the work program. <br /> <br />The motion to amend died for lack of second. <br /> <br />Mr. Kelly requested that staff provide a memorandum regarding what was contemplated to occur <br />in Spring 2002. <br /> <br /> The motion passed, 6:1; Ms. Bettman voting no. <br /> <br />B.Work Session: Ward Redistricting <br /> <br />The council was joined for the item by Jim Croteau and Keli Osborn of the Planning and <br />Development Department and Assistant City Manager Jim Carlson. Clair Van Bloem of the Lane <br />Council of Governments was also present to respond to questions. <br /> <br />Mr. Croteau noted the distribution of draft council minutes from the regular meeting of October 22 <br />and a matrix entitled 2000 Population of Existing Wards by Ward Boundary Scenarios. <br /> <br />Mr. Croteau asked the council to narrow the range of redistricting options, if possible, prior to the <br />next work session on November 14. <br /> <br />Mr. Croteau noted the Supreme Court had recently upheld the Secretary of State's legislative <br />boundaries. Staff had not been able to determine at this point how the scenarios matched the <br />State's boundaries. He anticipated that staff would request minor changes to the scenarios to <br />reflect changes that occurred at the State level. <br /> <br />In response to Mr. Croteau's suggestion that the council narrow the number of scenarios, Mr. <br />Kelly suggested the council eliminate the Red, Orange, and Green scenarios from further <br />consideration given the public testimony received. He called for a minor adjustment to the Violet <br />scenario to clarify the western boundary of Ward 4. Mr. Kelly pointed out his suggested change <br />on a map of the scenario. <br />Mr. Meisner was not comfortable with striking any of the scenarios at this point since they could <br />provide variants on the final scenario selected. Regarding the values that he based his thinking <br />upon, Mr. Meisner said he believed that transportation corridors were as significant a barrier as the <br />river. He thought it important to "undivide" the River Road area south of Beltline. It was now <br />divided near the area of the former Solstice Bakery. Mr. Meisner said that north of Beltline there <br />was merit to recognizing that it was an area of new development that was closer to Bethel and the <br />north Coburg Road area than to the River Road area south of Beltline. <br /> <br /> MINUTES--Eugene City Council October 24, 2001 Page 9 <br /> Work Session <br /> <br /> <br />
