MINUTES <br />Joint Public Hearing of Eugene City Council <br />and Lane Transit District Board of Directors <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />October 21, 2019 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Councilors Absent: Mike Clark, Greg Evans <br />Lane Transit District Board Members Present: Carl Yeh, Don Nordin, Emily Secord, Joshua Skov, <br />Caitlin Vargas, Kate Reid <br />LTD Board Members Absent: Steven Yett <br />Mayor Vinis opened the October 21, 2019, public hearing of the Eugene City Council. Lane Transit <br />District Board President Carl Yeh opened the October 21, 2019, public hearing of the LTD Board of <br />Directors. <br />1. PUBLIC HEARING: MovingAhead <br />Transportation Planning Engineer Chris Henry introduced the topic of the public hearing. <br />1. David Wade - advocated for an increase in EmX service to address climate concerns. <br />2. Christopher Logan - advocated for the'no build' option on River Road. <br />3. Rob Zako - outlined Better Eugene -Springfield Transportation's recommendations. <br />4. Sarah Mazze - advocated for making walking and biking the safest and easiest options. <br />S. Phil Farrington - asked both bodies to be sensitive to taking land for road expansion. <br />6. Laura Potter - supported BEST's Enhanced Corridor Plus plan. <br />7. Marianne Nolte - spoke in support of BEST's Enhanced Corridor Plus plan. <br />8. Phil Barnhart - remarked that transportation and housing plans should be integrated. <br />9. Jolene Siemsen - supported EmX service on River Road. <br />10. Mike Eyster - said he did not think EmX was the best option for all routes. <br />11. Seth Sadofsky - supported safety improvements along with enhanced corridors. <br />12. Teresa Parker - asked for urgent response to climate change and Enhanced Corridor Plus. <br />13. Claire Ribaud - wanted publicly funded sidewalks and more climate change action. <br />14. Jack Taylor - supported reducing emissions while increasing equity and bus service. <br />15. Matt McRae - asked for best transit system affordable to reduce emissions. <br />16. Kaarin Knudson - wanted more frequent, reliable service; more housing along corridors. <br />17. Jim Neu - wanted safer bike/pedestrian corridors to close greenhouse gas gap. <br />18. Karmen Fore - expressed hopes for more frequent bus service. <br />19. Barbara Perrin - highlighted the link between transportation and housing. <br />20. Patty Hine - noted recent climate town hall that surfaced transportation as a top priority. <br />21. Richard Self - supported more day passes for unhoused people to travel around the city. <br />22. Julie Daniel - wanted bike and pedestrian safety improvements on all corridors. <br />23.
