<br />d) Reappropriations: Increase Public Works Department operating appropriations by $871,150 for major
<br />wastewater projects that were not completed in the prior fiscal year, and increase Charges for Services
<br />revenues by the same amount.
<br />a) Beginning Working Capital Reconciliation: Decrease the budgeted Beginning Working Capital by
<br />$2,704,156, increase Charges for Services revenues by $1,104,169, and decrease Balance Available by
<br />$1,599,987. These adjustments bring the FY20 Budgeted Beginning Working Capital in compliance with the
<br />audited FY19 actual revenues and expenditures as determined by Isler CPA, the City's external auditor.
<br />b) Encumbrance Estimate Reconciliation: Decrease the Public Works Department operating
<br />appropriations by $779,148 to reconcile the amount estimated for payment of obligations incurred but not paid
<br />in FY19 to the actual amount paid, and increase Balance Available by the same amount.
<br />c) Capital Carryover Reconciliation: Decrease Capital Carryover appropriations by $1,412,491 and
<br />increase Balance Available by the same amount. This adjustment reconciles the FY20 Capital Carryover
<br />Estimate to the actual ending FY19 capital projects balance.
<br />e) One-Time Funding Requests: Increase Charges for Services by $467,000 and increase Special
