The change in net position from the prior year for business-type activities, before transfers, <br />decreased $7.0 million. The decrease was driven by: <br /> <br /> Revenues decreased by $0.6 million, primarily due to a $1.9 million increase in fees, fines, and charges for services, <br />an increase of $1.2 million in operating grants and contributions offset by a decrease in capital grants and <br />contributions of $4.3 million. <br /> <br /> Program expenses increased by $6.1 million across all funds. The largest increases were $1.2 million in the <br />Ambulance Transport Fund, $2.5 million in the Stormwater Utility Fund, and $1.2 million in the Wastewater Utility <br />Fund. <br /> <br />The following chart compares revenues to expenses by individual business-type activity for the fiscal year.
