MINUTES <br />Eugene City Council <br />Bascom/Tykeson Room, Eugene Public Library <br />100 West 10�h Avenue <br />Eugene, Oregon 97401 <br />November 12, 2019 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Jennifer Yeh, Mike Clary Greg Evans, Chris Pryor <br />Councilors Absent: Claire Syrett, Alan Zelenka <br />Mayor Vinis opened the November 12, 2019, meeting of the Eugene City Council. <br />1. PLEDGE OF ALLEGIANCE TO THE FLAG <br />The Pledge of Allegiance to the Flag was recited in commemoration of Veterans Day on <br />November 11, 2019. <br />2. PUBLIC FORUM <br />1. Otis Root -Stood in silence to express desire that hatred and violence not be tolerated in the city. <br />2. Stefan Strek -Discussed concerns related to development projects and equity. <br />3. Todd Boyle - Expressed concern about the Pledge of Allegiance; discussed low-income housing. <br />4. Stephen Sheehan - Addressed concerns related to homelessness on behalf of businesses in Eugene. <br />S. Joshua Korn - Asked council to adopt measures to address concerns about small cell towers. <br />6. R.J. Herb - Spoke to concerns related to criminal behavior in downtown Eugene. <br />7. Jim Johnson - Discussed homelessness in Eugene and shared concerns and ideas. <br />8. Jarl Berg - Discussed concerns related to criminal behavior near business and homes. <br />9. Bill Berg - Discussed concerns about trash and drug use in Eugene; shared ideas about solutions. <br />10. Nick Wiley - Discussed impacts of and concerns about drug use and homelessness on local business. <br />11. Clayton Trzesniewski - Shared concerns about towing vehicles off private property. <br />12. Kathy Segale - Spoke to experience with criminal behavior near UO campus and related concerns. <br />13. Dennis Casady - Addressed concerns and ideas related to homelessness and criminal behavior. <br />14. Clay Skurdal - Addressed concerns about his business related to local criminal behavior. <br />15. Sean Dwyer - Shared his reasons for running for City Council related to homeless issues. <br />16. Carolina Jackson - Addressed concerns about experiences with homelessness in downtown. <br />17. David Ivan Piccioni - Addressed homelessness in Eugene and the effects of population growth. <br />18. Thomas Bruno - Spoke about ADA concerns related to short-term rentals and ward accessibility. <br />19. Diane Davis - Shared experiences with criminal behavior in neighborhoods and downtown. <br />20. Devin - Shared experiences and concerns related to trash and drug use in local parks. <br />21. Brent Lorscheider - Addressed concerns about local policies regulating short-term rentals. <br />22. Linda Dunham - Shared concerns about vandalism, trash, excrement and drug use near business. <br />23. Melissa McNary - Discussed thoughts on the lapse in services for the homeless. <br />24. Steven Shallenberger - Spoke about personal experiences with criminal behavior in the city. <br />25. Chelsea Swift - Spoke about her work with CAHOOTS and criminal behavior in Eugene. <br />26. Kari Robinson - Discussed ideas and concerns related to homelessness in Eugene. <br />27. Charmaine Rehg - Discussed homelessness in Eugene and related concerns about City policies. <br />28. Kathleen Walker - Discussed homelessness, affordable housing, and community divisiveness. <br />29. Richard Self - Discussed concerns about local policies regarding homelessness. <br />30. Ken Neubeck - Shared his work and thoughts around homelessness within the community. <br />31.
